2011 Laramie County Fair Board

Kent Drake

Kent Drake follows in his father's footsteps, who was on the Laramie County Fairboard thirty years ago.  Born and raised in Laramie County, and involved with participation and administration of fairs for over 40 years, Kent has a fondness and interest in the Laramie County Fair in particular.  As current Chairman, Kent is proud of the progress made in the fair and looks for exciting new changes on the horizon.  Kent's wife, Laura Drake, and their two sons, Kolby and Lucas have spent many fun hours at the Laramie County Fair showing livestock and displaying exhibits from cake decorating to model rockets.  For a number of years, Laura has been a co-superintendent for the 4-H cake decorating division.

Dale Steenbergen 

Dale G. Steenbergen is the President  & Chief Executive Officer of the Greater Cheyenne Chamber of Commerce. Prior career accomplishments include more than 18 years of successful management experience in Chambers of Commerce, Agri-Business operations and Small Business.  Dale's track record of streamlining organizations has lead to increased productivity and profits including a 48% membership increase in less than 3 years at the Dahlonega Georgia Chamber.  Dale’s policy expertise in local state and federal advocacy efforts have led to major improvements in policy regarding business and increased funding for needed local and regional projects. Dale currently serves as the incoming chair of the Wyoming Chamber Partnership, on the board of directors of the Cheyenne Regional Medical Center Foundation board and as a member of the Laramie County Fair Board.
In addition to his tenure in Cheyenne Dale has also served as the President of the Dahlonega, Georgia and Woodward, Oklahoma, Chambers of Commerce. Dale’s early career was spent in the cattle industry, where he held progressively responsible management positions at purebred cattle operations in Michigan, North Carolina and Texas. Dale and his family are the owners and operators of NS Bar Cattle.

Dale received a BA degree in Political Science from Oklahoma Baptist University in 1991. He is a graduate of the Center for Chamber of Commerce Excellence, the Georgia Academy for Economic Development, and the Oklahoma Chamber of Commerce Management Skills Series. He is currently in the US Chamber’s Institute program.

He has been a member of the Board of Directors of the Georgia Economic Developers Association and the Georgia Chamber of Commerce Executives. During his tenure with the Woodward Chamber, Dale was a member of the Board of Directors of the Oklahoma Chamber of Commerce Executives, including serving as Secretary-Treasurer, the Prairie Heritage Alliance and the Prairie States Coalition Steering Committee. He is a graduate of Leadership Woodward. Dale and his wife, Sharon, have one daughter Grace.

Steve Secrest

Steve Secrest was appointed to the Fair Board in April of 2011. Steve is the Sales Manger of Spradley Barr Toyota where he has been employed since 2004. Currently Steve sits on the board of United Way of Laramie County as well as the steering committee for Leadership Cheyenne. Steve was raised on a purebred Hampshire and Suffolk sheep operation in central Iowa and exhibited at many livestock shows in the central states. Steve and his wife Ann have 3 children and 2 great grandchildren.

Sandy Vetter

Sandy Vetter is a self-employed Pet Stylist working at Bluffs Vet Clinic in Pine Bluffs. She came to Wyoming in 1980 with her husband Gary,
and their two sons, Scott and Greg With much of her life being involved with Laramie County Fair, she joined the Fair Board to "give back"
what was done for her family.

She currently is in year four of her five year term.

Pam Freeman

Pam (Wiant) Freeman grew up in Laramie County and was a 4-H and FFA member throughout her youth exhibiting many projects at the Laramie County Fair over the years.  She graduated from Cheyenne East High in 1980, attended LCCC and the University of Wyoming, receiving a degree in Agriculture Education.  She has worked for the United States Agriculture Research Service for 30 years.  She was also
a 4-H program assistant in Laramie County for 4 years.

She is married to Bryce Freeman and has 3 children; Lindsey (23), Kinsey (19) and Dylan (17).  Pam has been a Laramie County resident for 47 years and has been involved with the Laramie County Fair since she was 8 years old.  She was an active 4-H and FFA member during her youth and has been a 4-H leader for 29 years and a volunteer at the fair for 30 years.  Fair was a family tradition for her parents and siblings and she has carried on that tradition with her own family.  The Freeman family raise’s sheep, pigs, goats and some cattle, and are very active with several youth organizations in our community.

The Fair Board is appointed by the County Commissioners. They would like to take this opportunity to thank the Laramie County Taxpayers
for their dedication to the Fair and to Laramie County.

They would also like to thank all of the volunteers that make the Fair the success that it is.

Additionally, we would like to thank the participants of the Fair, your hard work and dedication are greatly appreciated.


Laramie County Fair Staff

Casandra Bossingham

Casandra is the Marketing Manager and Office Manager at the Laramie County Fair.  She joined the team in April 2011.  She has been active in the event industry most of her life, growing up as the daughter of caterers.  She attended the University of Nevada, Las Vegas, graduating with a Bachelor’s of Science in Special Event Management in 2004.  She performed her internship for the Las Vegas Gladiators Arena Football Team at the Thomas and Mack arena in Las Vegas.  Casandra joined the Laramie County Fair after holding the Event Manager position at the Gering Civic Center in Gering, Nebraska.  Casandra is one of the newest members of the International Association of Fairs and Expositions, Young Professional Initiative and serves as a member on the sponsorships committee. 

Casandra has two children, Dakota 7 and Delanie 3.  Casandra and her kids are excited to be Wyoming residents and to be a part of the Laramie County Fair.

Larry Milbourn

Larry Milbourn has been associated with Laramie County Fair as the Grounds Manager since May of 2009.  He came to the fair from Cheyenne Frontier Days with 10 years experience as the Assistant Grounds Superintendant of that event and he has 11 years experience in Managing and  Operating the Arena and Physical Education complexes at Laramie County Community College here in Cheyenne Wyoming. 
Larry has served on many committees and boards including the grounds committee at CFD, the Mountain States Circuit Finals Committee, Educational & Services Staff Council, Facility & Staff Welfare committees at LCCC as well as many 4-H, youth and Church Boards and Committees.

He is married to Pamela Babcock and has two collage aged daughters, Cody June Milbourn and Mariah Babb.  He also has three awesome Labrador Retrievers and enjoys taking them to the field whenever he has the chance to squeeze in a little hunting, fishing or hiking time with them.  Larry has had some great times at our Laramie County Fair, not only as a competitor but as a 4-H & FFA father, spectator and employee as well.
